Try gently exfoliating before youget in the shower or bath with a dry brush.
Use products that have oats and honey. Or calendula oils.
These help in moisterising the skin and help with dry chapped skin.
They sooth the area. Celendula oil is great for eczema and rough hands, oats relieves itchy skin and sooths irratations.

It sounds like the change is doing this to your skin.
Look for a lotion , cream or salt scrub (to exfoliate the dry dead skin) with almond or jojoba oil. Those oils are absorbed better and easier by your skin. If you can't find it in the store try Ebay.

i think you should see a dermatologist...this could be something that requires medication rather than moisturizing...i had a similar problem and they gave me pills and it went away

It might just have to do with getting older.

I don't know anyone whose skin feels as soft and smooth as it did when we were younger...

Also, I don't know how far south you are, but if you're anywhere that's getting somewhat cold temperatures right now, that can dry your skin out in no time.

But it wouldn't hurt (and probably wouldn't cost much) to talk to your doctor about it.
Then you can tell for sure whether or not extra-moisturizing lotion will do the trick, or if you do need some sort of medication.
